Dear CRCA Members,
We would like to extend our gratitude to everyone who participated in the recent Special General Meeting held on March 31, 2025. Your engagement and commitment to our community are invaluable.
We are pleased to announce the results of the meeting as follows:
Resolution 1:
Issue a credit to all users who have paid the CRCA for facility use in 2025. The credit shall be for the purpose of reversing increases in 2025 and shall be an amount equal to any increase over the user’s 2024 rate.
Failed to Pass
Resolution 2:
Pause all rate increases to room rentals, leases and other facility use agreements until December 31, 2025. Failed to Pass
Resolution 3:
Engage a professional consultant to facilitate the creation of an updated short and mid-term strategic plan, with input from members and other interested parties and ensure that the final draft is made available to members by July 31, 2025. Failed to Pass
Resolution 4:
Engage a professional consultant to perform a facility and asset lifecycle analysis and ensure that the final draft is made available to members by July 31, 2025. Passed
Resolution 5:
Create a capital improvement plan, budget and fund development strategy to achieve the goals identified in other planning documents and ensure that the final draft is made available to Members by December 31, 2025. Passed
Resolution 6:
Pause the requirement that user groups must ensure their participants have membership until a plan established to ensure membership requirements are reasonable, provide benefit to members and consistent across all users. Failed to Pass
We believe these initiatives will greatly benefit our members and foster a more inclusive and supportive environment. Your input is crucial as we strive to meet the needs and expectations of our community.

We encourage all members to attend the special meeting on March 31, 2025, at 7:00 PM (doors open @ 6:30pm) in the Main Hall to learn more about the members request and ask questions. Members must have held a valid CRCA membership for at least 30 days in order to vote.
We also want to send out an update in regards to the City of Chesteremere’s support of the CRCA.
While there is currently no long-term agreement for annual funding from the City of Chestermere, we have recently confirmed
with the City of Chestermere that they have allocated $160,000.00 in the 2025 budget for the CRCA. CRCA Board of Directors
UPDATED March 24, 2025
The CRCA board would like to provide further context regarding our invitation to the special meeting on March 31, 2025.
In December 2024, the newly elected CRCA board recognized the need for a strategic plan and worked to define the organization’s mission and vision. As part of this process, we sought to focus on CRCA’s operations and future rather than ongoing debates about land and building ownership.
A key finding from this review was that the facility’s minimum operational cost is $12 per square foot, excluding inflation and unforeseen repairs. We also identified significant inequities in lease agreements, with some user groups paying well below operational costs.
Since the CRCA no longer receives annual operational support from RVC or the City of Chestermere, we rely on grants and one-time funding to maintain the facility. In December 2024, we secured a $160K grant from RVC to help offset rising utility costs and repair the leaking seam between the red and blue rinks. Additionally, a CFEP grant was obtained to support further roof repairs.
Our GM and Operations Manager, with board support, identified critical facility repairs and equipment lifecycle upgrades, allocating funds accordingly. While our financial accounts may reflect a higher-than-usual balance, 80% of these funds are already earmarked for necessary repairs and upgrades.
The member-submitted motions were introduced without consulting CRCA staff or board members. If approved, they could put the CRCA in financial jeopardy, halting progress on necessary repairs and strategic improvements. Notably, some motions were driven by lessees currently paying below-market rates.

LETTER FROM MEMBERS
March 21, 2025
The CRCA Board received a letter from our membership at the March 19, 2025 monthly meeting. This letter is a request for a special general meeting for CRCA members to vote on the six items contained in the letter. Please see the letter below, page 2.
As per this request the Board has scheduled a special general meeting for 31 March 2025, 1900 hrs. in the Main Hall of the CRCA building. Please see CRCA By-laws 5.4.1 to 5.7.2 inclusive for requirements of a special general meeting.
